I cleared my Cookies, History, and Temp Internet Files last week.
Since then I no longer have any graphics in PIE, including AVANTGO and
FAVORITES. I looked for this WELCOME.EXE file thinking that may
resolve my issue.
I can't find a welcome file, with any extension, on my AXIM -- any
advice?

It is in \windows\ and may be hidden. Just tell File Explorer to SHOW
ALL FILES by tapping/holding the white space below a file listing.
