I have a program that I installed on my Windows Mobile 6 device, and the
executable was placed in the Program Files directory (which is where the
other programs I installed were placed as well). I can open the program by
going to the Program Files directory and tapping the program, but unlike the
other programs I installed a shortcut was not added to the Programs
directory of the StartMenu. I know what folder the shortcuts for the
Programs directory of the StartMenu go in, but I do not know how to make a
shortcut in Windows Mobile 6. Can somebody help me here? Thanks.

You should be able to tap;
start/programs/shortcut?
If that works, you can move the shortcut to the top start menu by using
start/settings/personal/menus

I can open the program by tapping the file in File Explorer, but it is not
listed as one of the options in start/settings/personal/menus.

In File Manager, tap and hold on the executable and select "Copy." Now
navigate to \Windows\Start Menu\Programs, tap-n-hold on a blank spot at the
bottom of the screen, and select "Paste Shortcut." It will be created
there, and named "Shortcut to [Executable file name]" so I generally then
tap and hold on it, select "rename" and rename it to the actual name of the
program, or at the very least, delete the words "shortcut to..."
