My computer gives me 'Permission denied' when I try to make an outgoing
port under bluetooth-devices? I hope somebody can help me. I have no
problems by making an ingoing port.
I believe it is nescesarry when I need to transfer data between my
computer and my mobile phone via Bluetooth. I had none of these
problems on my previous computer.

Hello,

The incoming/outgoing ports simply determine who is initializing the
"conversation" first.

Incoming on your PPC indicates that it is expecting the conversation to
start from your PC.

Outgoing on your PPC indicates it is going to be initiating the
conversation.

Have you tried to reverse this? Have your PC setup as the initiator of the
conversation?

If you are using ActiveSync 4.x, there is a great help file built in on
step-by-step setting this up on Windows XP SP2.
