I installed and later uninstalled a couple of programs which left
files behind. I can't delete them because they are in ROM?
Can anyone tell me how to delete these?

If you're referring to an iPAQ device's iPAQ File Store, I am quite sure
that performing a ROM upgrade (installing a ROM Paq) will wipe out those
files for you.

User installable programs (short of a ROM upgrade or a service
pack/EUU update) are always in RAM, never ROM. So you should be able
to manually delete them. If not, rename them, then soft reset and then
delete.
