You don't say what device you are using.

Could be something like an HP 548 with a battery that needs
replacement?

Could the AC adapter be shot?

Have your tried a different electrical outlet?

Rule of thumb: while USB charging can't kick in the charging of deeply
depleted batteries, wall chargers may. I've elaborated on this issue in
many of my battery-related articles; see for example
http://www.pocketpcmag.com/blogs/index.php?blog=3&p=219&more=1&c=1&tb=1&pb=1

That is, give a try to the wall charger.

Maybe the cradle needs an additional power supply?

I had the same problem with my seidio car cradle. When I put my phone into
the cradle it wouldnt charge the phone. I was told by them that when
someone adds rom update to sprint ppc-6700 something went wrong with the
detection of a charger. So, they told me to press the button on the top of
the phone and that would reset it and sure enought that did the trick. You
may want to try that and see if it works.

This workaround is for the sprint ppc-6700 and a seidio car kit cradle.
